Re: Celebration of Rudy Cuellar Passing on Friday and on Saturday at Cinco de Mayo Event

Hola Gente ~ I just found out about Companero Rudy Cuellar when I opened this Email this evening. I have known him since my teenage days in the Brown Berets and when we worked on the Grape Boycott.

He was a beautiful humble man with lots of energy and always was present at many community events.
Earth's cry, heaven's smile.

He was in the vanguard of the Chicano Movimiento here in Sacra and was always an active leader and supporter of all of our community activities. He was strong, fearless and open minded about his beliefs and was a true man of God who walked the talk.
Almost always he had his camera and supplies ready and was taking pictures. I imagine he has the best pictures of those times and other times around anywhere. He must have thousands!
I am sure he will be greatly missed by his familia and he will always be in my memories about the Movimiento. He was truly a precious man.

Rodolfo Marquez Cuellar, a longtime Roseville resident who championed the rights of farm workers and started one of the area's first bilingual newspapers, died Saturday. He was 80.
"He told me to become involved in politics and be involved in my culture and be a part of community service because that's what he was all about," family friend and Roseville City School District board member Rene Aguilera said. "I looked up to him and will totally miss him."
Mr. Cuellar was born in 1927 to Francisco and Maria Cuellar in El Paso, Texas, and was the oldest of four children.
After his parents separated when he was a teenager, Mr. Cuellar moved to Roseville with his mother, his sister Dora and his brother Roberto. He worked for an ice plant before taking a job repairing box cars for the Pacific Fruit Exchange.
A U.S. Army veteran, Mr. Cuellar met and married a Roseville woman named Velia Alice Ojeda. The couple had a son and a daughter.
His children were still in school when Mr. Cuellar decided to complete his high school diploma. It was while he was going to night school in 1967 that he became involved in the Chicano civil rights movement and began writing letters to the editor.
"He wrote about how we're Americans, but we're Mexican Americans," his son, Rudy Cuellar Jr., said. "He got a lot of flak for that. I would get pressure from some of the kids at school, who'd say, 'What's wrong with your dad?' But he wasn't breaking windows. He was just expressing himself.
"People didn't understand. Everybody wanted to just assimilate, and so did we. But he was saying it's important to understand what's happened in the process."
Mr. Cuellar soon began working with the Placer County Democratic Committee, and was a vocal supporter of labor leader Cesar Chavez, collecting canned food to take to striking farm workers in the Central Valley.
Mr. Cuellar helped found the Mexican American Political Association of Roseville and was instrumental in bringing Chavez and Sacramento artist, educator and writer Jose Montoya to Roseville.
"They spoke to people, usually small crowds, but nonetheless it was exposure that people didn't get," said his son, an artist who was affiliated with the Royal Chicano Air Force.
Eventually, his father's activism got him in trouble with his employer and he was forced to retire while he was still in his 40s.

CARACAS, April 23 (Reuters) - Leftist leaders from four Latin American countries vowed to work together to grow more food on Wednesday, blaming capitalism and speculation for soaring world prices that are hurting many poor nations.
The presidents of Bolivia, Nicaragua and Venezuela, and Cuba's vice-president, launched a $100 million fund for staples such as rice, beans and corn to mitigate sharp rises in world grain prices.
The leaders said high prices, which have sparked riots from Egypt to Haiti, were largely caused by a U.S. policy to make ethanol fuel from corn.
"This issue is really crucial for the future of our people, most of all to the people of the poorest countries," said Nicaraguan President Daniel Ortega.
The United Nations' World Food Program this week called the growing food crisis a "silent tsunami" that threatens to plunge more than 100 million people on every continent into hunger.
The four countries, joined in a trading bloc called ALBA backed by Venezuela's oil money, already work together on farm projects, but said they would now step up production efforts.
"We were lucky, ALBA saw this coming," Chavez said. "Some projects are underway but now we have to speed them up."
Former Cuban President Fidel Castro warned over a year ago that the use of one of the world's most widespread food sources for ethanol would have dire effects on poor countries.
Chavez founded the leftist trading bloc as a counterweight to U.S.-led free-trade agreements that critics say damaged Latin American farm output by flooding the region with subsidized grains when price were low.
He said a regional food distribution system was needed to cut out the middle-men who he says take advantage of tight supplies to increase prices.
"We have to create a regional trade network to stop us falling into the hands of speculators," he said.
Import dependent countries have been the worst hit by high prices. Faced with rice doubling in price in under a year, Cuba is trying to quickly grow the staple on abandoned land.
Venezuela has the wealth to pay for expensive imports, but has suffered sporadic shortages of some products as price controls distort the supply chain and the government struggles to meet rising demand. (Reporting by Frank Jack Daniel, editing by Alan Elsner)

US Navy re-establishes fleet for Caribbean, Latin America

WASHINGTON (AFP) — The US Navy said Thursday it has re-established the US Fourth Fleet to direct an increasing American naval presence in the Caribbean and Latin America.
The move comes as popularly elected leftist regimes, including that of Venezuela's President Hugo Chavez, pose a growing challenge to US influence in Latin America.
Beginning July 1, the fleet will have operational responsibility over navy ships assigned to the region from the US Atlantic and Pacific Fleets, the navy said.
Admiral Gary Roughead, the chief of naval operations, said the decision to establish a separate fleet for the region "recognizes the immense importance of maritime security in the southern part of the Western Hemisphere."
"This change increases our emphasis in the region on employing naval forces to build confidence and trust among nations through collective maritime security efforts that focus on common threats and mutual interests," he said.
The navy said they will conduct contingency operations, counter "narcoterrorism" operations, and military-to-military interactions and training with countries in the region.
Rear Admiral Joseph Kernan, who currently commands the navy's special warfare units, will command the fleet.
The Fourth Fleet was a major US navy command during World War II when it was used to enforce blockades and protect against enemy submarines and raiders, but was eliminated in the 1950s.
It joins five other numbered fleets.
The US Second Fleet is responsible for the Atlantic; the Third Fleet for the eastern and northern Pacific; the Fifth Fleet for the Gulf; the Sixth Fleet for the Mediterannean; and the Seventh Fleet for the western Pacific and the Indian Ocean.
