Following is a proposal from Unidos en Arizona to deliberately plan and utilize any and every action to advance the organization and preparation of our community for the hard fight ahead.

Attached are two documents that we have begun using to explain to our community why we need to prepare to survive the major impact of repression that is just around the corner. The current "immigration reform" debate will center on the best method to implement a guest worker program. The "victories" will be the bits of crumbs that get "negotiated" to remove the most repressive aspects of this new law (such as the right to change employers, to enter and leave the country, belong to a union, bring their family, etc.).

While we can and should attempt to influence the willingness of the Democrats to not go in this direction, the accompanying article and DHS document will show that this is a done deal. Not to mention the fact that the Democrats themselves collaborated in the current state of affairs, why should we expect anything constructive from them? We should in all likelihood expect the Kennedy / McCain bill to be revived or some variation of it and be prepared to counter with our own bill that reflects the desires and aspirations of the undocumented themselves.

Operation “Endgame”- a plan to remove ALL the 12 million undocumented

Attached is the plan "Endgame" that is Homeland security's strategic plan to remove ALL (yes ALL) the undocumented off the face of the US map.  They lay out how they plan to do this and the stages of implementation.  This plan was on their website, but removed.  This plan was presented and in effect since June of 2003! They are almost four years into the plan. The accompanying article is a political / economic analysis of why this plan is set into motion and how it is part and parcel of the "movement" to get a "guest worker" program implemented. Everything we have heard to date regarding raids, repression, detentions and deportations are in line with this plan. Once having this document in your hands, compare it to what is happening as it gets reported, from the local ordinances to the DNA database that will be built up by collected samples from the undocumented when they are arrested, to our local Sheriff's (Joe Arpiao) training 160 deputies to act as immigration agents) is laid out in the plan. You will find that they are right on schedule. This is beyond ICE “intimidation” or “low key war” against our undocumented community. It is the implementation of year four of their ten-year plan to wipe the ENTIRE undocumented community off the U.S. map!

This is why we MUST get our undocumented communities to prepare for the worst in a plan to survive through this period and prepare for their own offensive. If we rely exclusively on the strategy of lobbying efforts to convince legislators for winning this reform (much less leaving it up to them to word it) we will be leaving our undocumented community totally and absolutely defenseless and unprepared for the repression that is documented to be coming in short order.

The “Endgame” strategy of Homeland Security (dated June 2003) is not waiting for the “comprehensive” immigration reform to take place. Its function is to lay the groundwork for the expected "guest worker" reform and beyond. In fact in a later press release dated 11-02-05 referring to their “Secure border Initiative” or SBI, DHS states that part of their mission (via ICE and the Office of Detention and Removal) is to enforce the provisions of the guest worker program proposed by Bush. It reads:

“Temporary Worker Program
SBI will serve as the enforcement complement to the Temporary Worker Program that President Bush proposed last year. The Temporary Worker Program will have the effect of enabling migrants to pursue work in regulated, legal channels – and will increase safety and security by giving us a better idea of who is entering our country and for what purpose. “

How can this be? His program is not even law and it is already part of Homeland Security's mission? It doesn't take a genie to see what is going on here. The guest worker program has already been implemented and we are witnessing the preparatory stages to put the infrastructure in place to make it happen.

The second document is an article that appeared in the January 2007 issue of the Monthly Review magazine.  This piece goes into the detail of the current political debate and strategic plan behind the “guest worker” program proposed by Bush.  It also references the DHS strategic plan and proves that the issue has already been decided against our undocumented community.   The author makes his case beyond a doubt that the guest worker program is part of a broader global plan of the industrialized western nations to insure a steady source of docile labor in the form of “guest workers”.  “Endgame” is the tool for its implementation here in the U.S.

This is the fundamental synopsis of this article; in the author’s own words:

"The final campaign of Endgame, a nationwide assault on the established communities of the undocumented migrants living and working in the United States and the deportation of millions of men, women, and children to Mexico and Central America, is the immigration emergency anticipated by the DHS.  It will be the biggest mass deportation in world history.  To remove all removable aliens means to locate, arrest, detain, and deport in excess of twelve million people.  The logistical problems alone are staggering and, if ICE meets organized resistance, the operation could indeed produce an immigration emergency.  People with their lives invested in the United States and with nothing to return to in their home countries might not go without a fight.  The organization and training of ICE for military operations indicates that DHS is anticipating just such a contingency."

In the face of this evidence, can ANYONE actually argue that this is not happening?  Can ANYONE actually argue that the strategies of yesterday are going to get us out of this predicament?

We need a new strategy based on thousands of organizations at the deep grassroots

To counter this threat will require ORGANZATION at the deep grassroots in the form of thousands of support organizations where the undocumented community and their allies organize themselves into "self-help" groups to survive the impact of the coming repression and lay the groundwork for it's own offensive. These organizations will enable the undocumented community to utilize its economic and political power, not as "shows of force" that the massive mobilizations accomplished, but as a real, viable tool that can bring pressure to bear where it needs to. Ironically, in Arizona the day after the massive April 10th march, racist Republican legislators introduced 25 anti-immigrant bills! While impressive, the mobilizations were not enough to sway the Republican majority in that state to see things differently.

Our movement must adopt a more sophisticated strategy

The strategy that we adopt as a movement must be far-sighted and not locked into trying to win the race of some September deadline imposed by the present legislative environment where 2008 elections will take precedence over coming up with a meaningful reform. We cannot fall victim to the thinking that we will “lose” our window of opportunity if we fail to do so. Our strategy must be independent of such external developments and include how to leverage them to our advantage, but absolutely NOT allow them to determine our course of action.

A correct strategy would be one that includes provisions for "helping" congress change their minds if they happen to pass a negative bill into law such as the current ones on the table. Just as they can pass a bill into law, they can repeal it or replace it with a better one if it becomes evident that they miscalculated. Isn't that what the civil rights movement was all about? This can only happen if we develop and implement a plan "B". We cannot proceed with only a plan "A". We must make the motto "Hope for the best, prepare for the worst" an everyday phrase amongst our undocumented and their allies. We have no doubt that the worst is coming. If plan “A” is to sway congressional votes in favor of a progressive immigration reform law through lobbying, then plan “B” must be to have the organized ability to convince congress that they made a mistake if it does not turn out to be so. To not have such a strategy is to put total and absolute faith in lobbying efforts, in wheeling and dealing and trade-offs or in the blind belief that “somehow” congress will see the need for a positive immigration reform because we mobilize millions to the streets once again. This is beyond blind faith; it is foolishness.

Where is “OUR” bill? Where is our community during all of this?

This means we need to have a better bill developed and in the pipeline that our community supports and not one that distant negotiators haggle and negotiate over in absence of any community oversight. This implies by its nature that our community be ORGANIZED to endorse such proposals as well as withdraw their support for any that runs counter to their best interest.

This implies by definition that our movement must have the ORGANIZED means to take and to bring back ideas and feedback to our undocumented community and their allies. If they are not involved intimately with the process of developing “OUR” bill, then they are being relegated to passive observers over decisions that will impact and change their lives forever. Our movement will have USED them to “IMPRESS” congress on the need for passing immigration reform bills, but kept them out of the loop and forced to learn of our work during the six o’clock news hour. They are expected to “march” upon demand on their own behalf, but not take part in the development of the solution over what is to become of their lives. This smacks of extreme paternalism and totally bypasses any democratic principles. We must build organized communication with our community as an integral part of this movement as the people who are negotiating on their behalf will not be the ones facing the consequences resulting from these efforts.

In a nutshell, our movement must be made up of and led by the undocumented and immigrant leadership. Today, this is not the general state of affairs. Generally speaking, the pro-immigrant movement is being led by the citizen sector that is making the decisions on behalf of the undocumented community. Plan “B” calls for bringing such leadership into the foreground as a fundamental requirement of preparing their defense and offense.

This is a tall order, but it is a strategic view that requires thinking beyond simple mobilizations to convince a Democratic controlled congress. Our movement cannot rely on a one-sided approach. We do not believe in a "kick start" approach to moving our communities to take action. The task of organizing our community is hard, tedious work, but it is quality work that produces long-lasting results. We need to see this from the long haul. If a bill becomes law that injures our undocumented community, then the movement must shift gears to repeal such a law.

In the long haul such decisions will either help or hinder our community. If we fail to heed the warning signs and the task of preparing our community for the worst, we will not be looking at the same community in a matter of a few short years.

The point of no return: Operation “Endgame” and a “guest worker” program

For those who are proposing that we hurry up and lobby for an immigration reform law because time is running short before the 2008 elections, we say they are right. Time IS running short. But we are not referring to the same time frame they are. We are referring to the time that is left before "Operation Endgame" is in full implementation. That will be when a guest worker program is ratified and signed into law.

At that point, the final piece will be in place and the floodgates of temporary workers will open to replace those who will be displaced by the hundreds of thousands and millions as the plan progresses. We urge that everyone NOT hide their heads in the sand and ignore the warning signs.

This is pre-holocaust Germany of the 1930’s era all over again. The main difference is that we have a "heads up" so we cannot claim we didn't know it was coming. If it plays out as it is planned, it will be our own doing (or undoing) for failing to take decisive, strategic steps to head off a catastrophe that will hit us in short time.

We cannot rely on a “kick-start” approach

We agree with the view of some that our undocumented community is living in fear and that we must give them hope and protection. However their only hope is in the organization of their numbers and their only protection is in their power to command respect.

This is not accomplished by "kick starting" the mobilizations again to "impress" politicians to do the right thing, but by "kick starting" the mobilizations of the best leaders from within the ranks of the undocumented and their allies to lead the charge to build their organizations from the ground up if need be and to prepare our people for what is heading in their direction and beyond. Our community must develop self-reliance. Not reliance on well meaning liberal leaders, but the ability of our community to speak and to exercise its will on its own behalf.

There are two major trends in our movement, and a minority one

Our view is a minority position among the forces active in pursuing a humane and just reform.

The first trend: The dominant trend is convinced that the only hope is to lobby hard to sway the legislators to pass a positive bill into law. This form of struggle has historically led to many progressive reforms. Its main strength depends on the ability of the lobbyists to offer something in return for legislative support such as votes or political consequences, etc. Its main weakness is that lacking the ability to convince, trade off or deliver political consequences leaves this effort in the weakest of positions, with no bargaining power. Such is the case today where the issue of “illegal aliens” has been elevated to the level of a national security risk, no thanks to 911, the Patriot Bill, etc. None of the mainstream legislators (upon whose vote a reform will depend) in his or her right mind will go against this trend and risk being labeled “unpatriotic” and risk ending their political careers. All but the most principled among their ranks and whose allegiance to our community is unwavering will do so. Unfortunately these can be counted with the fingers of one hand.

On top of this, there is a strong undercurrent among the “lobbying” forces that believes “something is better than nothing” and would willingly accept in our community’s name a law that will spell horror when implemented at the street level. This view believes that we must be willing to compromise in order to win our ultimate objectives. While this is generally true in legislative efforts, the real issue is: At what cost are they willing to compromise the lives of the 12 million undocumented? These people will not be the ones to suffer the consequences of their actions and it is all the more reason why our community must be prepared to be capable of resisting and winning. The lobbying effort is an example of a good tactic which cannot and should not be seen as a principle strategy as its inherent weaknesses will jeopardize the fight for a successful reform if relied on exclusively in the absence of an overall strategic plan.

The second trend: The other major trend believes in taking the approach of constant “reactive” mobilizations and strategies, which propose to mobilize our communities to protest and march, boycott and engage in work stoppages but without a clear strategy and plan in mind. Their view, while believing in the inherent power that our community has, is not proposing a strategy to win but a strategy of protest. This is most evident whenever an announcement of a particular injustice is made or of a new law, proposed bill, raid or detentions. The first response is usually to organize a protest in one form or another. The success of these efforts are measured by the numbers mobilized and the press coverage attained. One has only to look at the conscious, organizational base that the community has (or has not) attained following this strategy to see that our community is not in a stronger position after years of following this approach. While this approach has successfully led to many reforms over the many years of its implementation on every social and political front, as a strategy it is a tactic and nothing more and as such must be part of a broader strategic plan. It is self-evident that times have called for a different way of looking at things.

Both of these trends while achieving relative successes do not in and of themselves harness the organized, intelligent power of our community nor do they promote it. Instead they rely on the appearance of it, on the spontaneous nature of it to press forward. As strategies, they do not arm our community with self-reliance and leadership needed for the long haul. We are in this form the long haul, not the short-term fix.

These two basic approaches are not enough; Unidos en Arizona proposes the following:

While recognizing the strengths of both these main tactics, we also recognize their inherent weakness when used as primary strategies. We propose a third alternative that we believe will complement both of these efforts when combined with real organizational power at the grassroots that harnesses the labor and spending power of our community and its allies to forge a united effort with real teeth and muscle behind it.

We propose that regional forums be organized immediately to accomplish two main objectives:

First: To reveal, debate and discuss the plan that has been set into motion against our community in detail, so that our activists and organizers can appreciate the depth and scope of the repression that is headed our way. Our own forces must either prove or disprove the existence of such a plan on the part of DHS and arrive at a consensus as the correct path to take in light of this information.

Second: To present, debate and discuss proposals to prepare our communities for the worst-case scenario while developing their capacity to fight and win a just reform. We must come out of this interaction united on the nature of the danger that is looming over our communities and more importantly a basic strategy to implement.

Third: To begin immediately the dissemination to our undocumented community this same information so that they to are armed and can begin taking measures to defend themselves. In addition we must disseminate and distribute any and all proposals that are being formulated, presented or debated to the legislators so that they can be informed and can choose to support or not to support. This includes by definition that all materials be translated into at least the language of the majority immigrant community, which is Spanish. All immigrants must have access to this information for without it, they are totally and absolutely dependent on the citizen and legal resident leadership to carry their message to the legislators.

Fourth: The immediate implementation of an organized defensive strategy via the formation of thousands of support / survival groups at the deep grassroots whose primary mission is to prepare the undocumented and their allies to defend themselves and economically survive this dark period and lay the groundwork for a much richer, deeper movement that has much more capability to exercise the type of pressure that congress will surely understand.

Fifth: To utilize every effort, every action and every message to point to the need for our community to prepare themselves for the worst. The success of our mobilizations must be measured by how this agenda is advanced and how many come forward to join the ranks of those preparing themselves and their networks and not by mere numbers or press coverage. When all is said and done and everyone goes home at the end of the day, this is where success is to be measured, by what is left in the wake of the action.

This means that sign up sheets must be circulated as a matter of standard practice specifically asking people to leave their contact information to begin the formation of their support groups, tables with information setup and flyers soaking the crowds with messages to prepare and how to do so and who to contact to join the effort. Speeches must be utilized to give concrete direction that points out to our community why they must move quickly to establish their lines of defense. Radio spots and interviews need to be done that explain the danger coming our way clearly and concisely. The DHS plan for the removal of ALL 12 MILLION undocumented must be broadcasted far and wide so that no one and no political sector can claim it is not true. Copies of this plan must be reproduced by the tens of thousands and circulated widely. Translated version must be gotten into our community’s hands so that they can read for themselves the truth about what is about to happen.

In turn, this effort will complement the existing two trends by providing the intelligent, conscious and most importantly, ORGANIZED participation of our community on its own behalf. By providing an organized base of support, the legislative efforts can know that they have the backing of our community at the street level. As long as their work is in line with the needs of the undocumented community and their allies, this support can be unconditional. By the same token, if their efforts deviate from this or dangerous concessions are being considered, such support can be withdrawn in an open and visible way. It is an instant barometer to the pulse of our community that the legislative forces can see and feel and use to stay on track. Without this element, they are not only without oversight; they are operating in the blind as to the real needs of our people and in absence of their moral and organized support. We must bridge the gap between the negotiators and the people they speak for.

In conclusion:

We cannot emphasize enough the strategic importance of moving to prepare our community to survive the coming repression and insure their full democratic participation in the fight to secure a just reform in the immigration law. These things will not happen by themselves. It will take a conscious, organized and methodical plan and its implementation to make it happen. This proposal and the successful completion of the first stage of organizing is being presented as an urgent task under what must be seen as emergency conditions. We must close ranks around a plan of action that arises from the concrete conditions that we are facing. Without such a move, each of our organizations is independent of the other and relying on our own resources to accomplish tasks that must be carried out nationally and in unison.

In closing we want to share that we have been successfully implementing precisely this plan of action with success beyond our expectations. People are calling us to start the formation of their support groups. We have reached the point where we are forming groups of leaders who in turn will start or are leading their groups. We have run out of capacity to start them one on one as in the first stage of this work. We know this plan works, we know that the community will respond once it is explained why it is necessary to do so and how it is part of preparing for another stage of struggle. It is drawing forward the best leaders that are buried deep in the ranks our community and who are showing tremendous discipline and resourcefulness to see this task through. It is inspiring and a glimpse of the organizational and political capacity that is inherent in our people. They know that they are truly in a fight for their lives. But despite our success, we know it is only a drop in the bucket as the scope of organization and education must spread across every community, city, county, state and nation. It is imperative that others join this effort as if there was no tomorrow, for soon there will be no tomorrow for millions of our people unless we succeed.

We have to say that the time to reflect on these things is not when we are being herded off to detention centers for either being undocumented or for being allied with them. Their cause is our cause in a one for all and all for one proposition. There is no time to waste.

Sigue aqui una propuesta de Unidos en Arizona para planear de manera deliberada la utilizacion de cualquiera de las acciónes para adelantar la organización y preparación de nuestra comunidad para la lucha fuerte que nos espera.

Tenemos dos documentos que estamos usando para explicar a nuestra comunidad el por qué necesitamos prepararnos para poder sobrevivir el impacto de la represión que esta a la vuelta de la esquina. El debate actual acerca de la reforma en la ley de inmigración se centrará en el mejor método para llevar a cabo un programa de trabajadores huespedes. La "victoria" será las migajas que van a ser "negociadas" para quitar los aspectos más represivos de esta nueva ley (como el derecho a cambiar empleo, entrar y dejar el país, pertenecer a un sindicato, traer a la familia, etc).

Mientras podemos y debemos intentar influir a los Demócratas para no ir en esa dirección, el artículo complimentario y el documento de DHS (Departamento de Seguridad Nacional o Department of Homeland Security) mostrará que esto ya es un hecho. No vamos a mencionar el hecho de que los Demócratas ellos mismos colaboraron en el estado actual de las condiciones de hoy. ¿Por qué debemos esperar algo constructivo de ellos ahora? Debemos en toda la probabilidad esperar la reavivacion de la propuesta Kennedy / McCain o alguna variación de él y prepararnos para contraponer nuestra propia propuesta que refleja los deseos y aspiraciones de la comunidad indocumentada.

Son casi cuatro años que este plan esta en camino. El artículo que acompaña esta propuesta es un análisis político / económico de este plan que explica porque tiene una trayectoria fija. Tambien es parte del "movimiento" para implementar un programa de "trabajadores huespedes". Todo lo que hemos oído hasta la fecha con respecto a las redadas, la represión, detenciones y deportaciones coinciden con este plan. Cuando tenga este documento en sus manos, comparalo con los reportajes que estan pasando en los medios de comunicacion. Ahi vas a ver como las ordenanzas locales y hasta la base de datos de ADN que incrementara por muestras reunidos del indocumentado cuando sea arrestado, hasta nuestro propio alguacil local (Joe Arpiao) que está entrenando a 160 oficiales para actuar como agentes de inmigración esta en este plan.

Esto es más allá de "intimidación" por parte del Departamento de Inmigracion y Duana (ICE) o una "guerra sutil" en contra nuestra comunidad indocumentada. Este es la implementación del cuarto año de un plan de diez años para borrar a la comunidad indocumentada ENTERA del mapa de los EE.UU.

Esto es por qué tenemos que levantar conciencia a nuestras comunidades indocumentadas que se preparen para lo peor, es un plan para sobrevivir durante este período y preparar su propia ofensiva. Si confiamos en la estrategia exclusivamente de cabildear a los legisladores para ganar esta reforma (mucho menos dejando en sus manos la formulacion de ella) estaremos dejando nuestra comunidad indocumentada totalmente y completamente indefensa y desprotegida por la represión que viene a corto plazo.

La estrategia "Endgame" del Departamento de Seguridad Nacional (DHS) (con fecha de Junio 2003) no está esperando por una reforma de las leyes de inmigración "comprensiva" para entrar en efecto. Su función es a poner en su lugar el mecanismo necesario para el plan de trabajadores “huespedes” y más. De hecho, en un boletin fechado 11-02-05 refiriéndose a su "Iniciativa Frontera Segura" o SBI, declara el DHS que parte de su misión (por medio de ICE y la Oficina de Detención y Deportacion) es enforzar a las provisiones del programa de trabajadores huespedes propuesto por Presidente Bush.

Dice: "Programa de trabajadores huespedes

SBI servirá como el complemento del enforzamiento del programa de trabajadores huespedes que el Presidente Bush propuso el año pasado. El programa de trabajadores huespedes tendrá el efecto de habilitar a trabajadores migratorios a seguir el trabajo de manera regulada, por canales legales. Y aumentará la seguridad y bienestar dándonos una idea mejor de quién está entrando a nuestro país y para qué propósito."

¿Cómo esto puede ser? ¿Su programa todavia no es ley y ya es parte de la misión del Departamento de Seguridad Nacional (DHS)? No toma a un genio para ver qué está pasando aquí. El programa de trabajadores huespedes ya es seguro y estamos dando testimonio de las fases preparatorias para poner la infraestructura en lugar para hacerla posible.

El segundo documento es un artículo que aparecío en la revista “Monthly Review” de Enero 2007. Este articulo entra en detalle del debate político actual y plan estratégico detrás del "trabajador huespede", el programa propuesto por Bush. También hace referencia al plan estrategico de DHS y demuestra que el asunto ya se ha dirijido en contra nuestra comunidad indocumentada. El autor hace un argumento que no deja duda que el programa de trabajadores huespedes es parte de un plan global más amplio de las naciones occidentales industrializadas para asegurar una fuente firme de mano de obra dócil en la forma de "trabajadores huespedes." "Endgame" es la herramienta para su aplicación aquí en los EE.UU.

Personas con sus vidas hechas en los Estados Unidos y con nada a que volver en sus países nativos talvez no irian sin una lucha. La organización y entrenamiento de ICE para funcionamientos militares indica que DHS está anticipándo tal contingencia."

¿Ante esta evidencia, hay ALGUIEN que puede defender realmente que esto no está pasando? ¿Hay ALGUIEN que realmente puede defender que las estrategias de ayer van a sacarnos de esta dificultad?

Necesitamos una nueva estrategia basada en miles de organizaciones bien fundamentadas al nivel popular

Oponerse a esta amenaza requerirá ORGANZACION bien profundo al nivel popular en la forma de miles de organizaciones de apoyo dónde la comunidad indocumentada y sus aliados se organizan en grupos de "autoayuda" para sobrevivir el impacto de la represión inminente y crear la base para su propia ofensiva. Estas organizaciones permitirán a la comunidad indocumentada utilizar su poder económico y político, no como "muestras de fuerza" que las movilizaciones macizas lograron, pero como una real, herramienta viable que puede traer la presión donde se necesita. ¡Irónicamente, en Arizona el día después de la marcha masiva de abril 10, los legisladores Republicanos racistas introdujeron 25 propuestas anti-inmigrante! No impresionaron las movilizaciones lo suficiente para convencer a la mayoría Republicana en nuestro estado a que vean las cosas diferentes.

Nuestro movimiento debe adoptar una estrategia más sofisticada

La estrategia que adoptamos como un movimiento debe ser previsible y no encerrarse a solo intentar ganar una carrera fechada con un plazo que se acaba en septiembre. Este plazo fue impuesto por el ambiente legislativo actual que dice que las elecciones del 2008 tendrán prioridad sobre el desarollo de una reforma significante. Nuestra estrategia debe ser independiente de este tipo de factores externos y debe incluir cómo apalancarlos a nuestra ventaja, pero absolutamente NO podemos permitir que determinen nuestro curso de acción.

Nuestra estrategia deberia incluir las medidas para "ayudar" a que el congreso cambie sus mentes si llegaran aprobar una propuesta de ley negativa como las que actualmente estan en la mesa. Así como pueden aprobar una ley, ellos pueden derogarlo o pueden reemplazarlo con una mejor si es evidente que calcularon mal. ¿Al cabo, no fue eso lo que se trataba el movimiento social en la epoca del movimiento por los derechos civiles de los 60’s?

Esto sólo puede llegar a pasar si desarrollamos y llevamos a cabo un plan "B." No podemos proceder con sólo un plan "A." Debemos hacer el lema "Esperemos lo mejor, preparemonos para lo peor" una frase cotidiana entre nuestra comunidad indocumentada y sus aliados. No tenemos ninguna duda que lo peor va a venir. Si el plan "A" es cambiar los votos del congreso a favor de una reforma en la leyes de inmigración progresiva por medios de cabildeo, entonces el plan "B" debe ser tener la capacidad organizada de convencer el congreso que hicieron un error si no llega a pasar asi. No tener este tipo de estrategia es poner fe total y absoluta a los esfuerzos de cabildeo, en negociaciones e intercambios, en acuerdos y compromisos, en la creencia ciega que "de algún modo" el congreso verá la necesidad por una reforma de las leyes de inmigración positiva porque logramos movilizar millones una vez más a las calles. Esto es más allá que la fe ciega; es tontería.

¿Dónde esta "NUESTRA" propuesta? ¿Dónde esta nuestra comunidad durante todo esto?

Esto significa que necesitamos tener una propuesta mejor desarrollada y lista para presentar que nuestra comunidad apoye y no uno que negociadores distantes regatean y negocean en ausencia de cualquier vigilancia de la comunidad. Esto implica por su naturaleza que nuestra comunidad se ORGANICE para endosar tales propuestas así como retirar su apoyo si por cualquier razon se ejecuta lo opuesto a sus mejores interéses.

Esto implica por definición que nuestro movimiento debe tener los medios ORGANIZADOS para tomar y devolver las ideas a nuestra comunidad indocumentada y sus aliados. Si no están envueltos íntimamente con el proceso de desarrollar "NUESTRA" propuesta, entonces están relegándose a ser simple observadores pasivos sobre decisiones que impactarán y cambiarán sus vidas para siempre. Nuestro movimiento los HABRÁ USADO para "IMPRESIONAR" el congreso en la necesidad de pasar propuestas de reforma migratoria, pero los dejó fuera del proceso y obligados a enterarse de nuestro trabajo por medio de los noticieros.

Se espera que "marchen" y demanden por si mismos, pero que no tomen parte en el desarrollo de la solución sobre lo que sera de sus vidas. Esto es una bofetada de paternalismo en su extremo y un desviamiento total de cualquier principio democrático. Debemos construir la comunicación organizada con nuestra comunidad como una parte íntegral de este movimiento ya que las personas que están negociando en sus nombres no serán los que enfrentaran las consecuencias resultado de sus esfuerzos.

En resumen, nuestro movimiento debe ser compuesto y liderado por el mismo liderazgo indocumentado e inmigrante. Hoy, ésto no es el estado general de asuntos. Por lo general es el sector ciudadano que tiene las riendas del movimiento pro-inmigrante y que decide por la comunidad indocumentada. Plan "B" requiere que se traiga tal liderazgo al frente como un requisito fundamental en la preparacion de su propia defensa y ofensa.

Éste es una tarea dificil, pero contiene una vision estratégica que requiere que pensemos más allá de simples movilizaciones para convencer un congreso bajo control del Partido Democrática. Nuestro movimiento no puede confiar en un plan unilateral. No creemos en tratando de "solo agitar" a nuestras comunidades a que tomen accion. La tarea de organizar nuestra comunidad es trabajo duro, tedioso, pero es trabajo de calidad que produce resultados duraderos. Necesitamos ver esto desde un punto de vista a plazo largo. Si una propuesta se vuelve ley que daña nuestra comunidad indocumentada, entonces el movimiento debe cambiar decisciones para derotar tal ley.

Estas decisiones ayudarán o impedirán nuestra comunidad, mirandolo desde el punto de vista de largo plazo. Si no escuchamos las advertencias y la tarea de preparar nuestra comunidad para lo peor, no estaremos mirando a la misma comunidad en uno plazo de unos cortos años.

El punto de no regreso: Operacion "Endgame" y un plan de "trabajador Huespede".

Para aquéllos que están proponiendo que debemos de darnos prisa y cabildear rapido para una ley de reforma migratoria porque el tiempo está corriendo y es corto ante las elecciones del 2008, decimos que tienen razón. Tiempo está corriendo corto. Pero no estamos refiriéndonos al mismo horario que ellos. Nosotros estamos refiriéndonos al tiempo que queda antes que el programa "Endgame" esta implementado por completo. Eso será cuando un programa de “trabajadores huespedes” se ratifica y llega a ser ley.

A ese punto, el último pedazo estará en su lugar y las compuertas de “trabajadores huespedes” abrirá para reemplazar aquéllos que serán desplazados por los centenares de miles y millones en cuanto va progresando el plan. Rogamos a todos que no esconden sus cabezas en la arena e ignoran las señales de advertencia.

Ésto es Alemania pre-holocausto de la epoca de los 1930’s. La diferencia principal es que tenemos nosotros una advertenica y no podemos reclamar que no supimos que esto venia. Si se resulta pasar como esta planeada, será nuestros propios hechos (o deshechos) por no tomar los pasos firmes, estratégicos para prevenir un catástrofe que nos pegará en breve tiempo.

No podemos confiar en un plan de solo "agitacion"

Estamos de acuerdo con el punto de vista de algunos que nuestra comunidad indocumentada está viviendo en miedo y que debemos darles esperanza y protección. Sin embargo su única esperanza está en la organización de sus números y su única protección está en su poder para demandar el respeto.

Esto no se logra con intentos de arrancar las movilizaciones de nuevo para "impresionar" a los políticos para hacer lo correcto. Si no, con arrancar las movilizaciones de los mejores líderes quienes residen dentro las mismas filas de los indocumentados y sus aliados para levantar la tarea de crear sus organizaciones de la nada si es necesario y preparar a nuestraa gente para enfrentar lo que viene en su dirección y el más allá. Nuestra comunidad debe desarrollar su auto-sustencia. No en confiarse en las buenas intenciones de líderes liberales, pero la habilidad de nuestra comunidad de hablar y ejercer su voluntad por si mismo.

Hay dos tendencias principales en nuestro movimiento

La primera tendencia: La tendencia dominante esta convencida que la única esperanza es cabildear para convencer a los legisladores que aprueben una propuesta de ley positiva. Esta forma de lucha ha históricamente resultado en muchas reformas progresivas. Su fuerza principal depende en la habilidad de los cabilderos de ofrecer algo a cambio del apoyo del legislador como votos o consecuencias políticas, etc. Su debilidad principal es que faltando la habilidad de convencer, regatear o entregar consecuencias políticas estos esfuerzos resultan en la mas débil de posiciones, sin el poder de negociar y ganar concesiones. Cosas así es el caso hoy donde el problema de "los ilegales" se ha elevado al nivel de un riesgo de seguridad nacional, gracias a 911, la ley Patriota, etc. Ninguno de los legisladores de la corriente acutal (en quienes votos una reforma dependerá) en su mente clara irá en contra esta politica y correr el riesgo de ser acusado "anti-patriótico" y arriesgar acabando con su carrera política. Todos en su mayoría menos los que sostienen sus principios claros y quienes tienen compromiso incondicional a nuestra comunidad lo harán. Desgraciadamente éstos pueden contarse con los dedos de una mano.

Aparte de esto, hay una forma de pensar bien fuerte entre las fuerzas "cabildeando" que creen que "algo es mejor que nada" y aceptaría voluntariamente en el nombre de nuestra comunidad una ley que deletreará horror cuando llevado a cabo en el lenguage callejero. Este punto de vista cree que debemos estar dispuestos a dar compormisos para poder ganar nuestros objetivos. Mientras esto es generalmente cierto en esfuerzos legislativos, el problema real es: ¿A qué costo regatearan las vidas de los 12 millónes de indocumentados? Estas personas no serán los que sufriran las consecuencias de sus acciones y es con más razón qué nuestra comunidad debe prepararse para ser capaz de resistirse y ganar. El esfuerzo cabildero es un ejemplo de una buena táctica qué no puede y no debe considerarse una estrategia principal ya que sus debilidades inherentes arriesgará la lucha para una reforma exitosa si se la confia exclusivamente en ausencia de un plan estratégico general.

La segunda tendencia: La otra tendencia mayor cree en la organizacion de movilizaciones "reactivas" constantes y estrategias que proponen movilizar nuestras comunidades para protestar y marchar, boicotear y paros laborales, etc. pero sin una estrategia o plan claro en mente. Su vista, mientras creyendo en el poder inherente que nuestra comunidad tiene, no está proponiendo una estrategia para ganar si no una estrategia de protesta. Esto es muy evidente siempre que hay algun anuncio de una injusticia particular, como una nueva ley, propuesta de ley, redada o detenciones. La respuesta usual normalmente es organizar una protesta en una forma u otra. El éxito de estos esfuerzos es medido por los números movilizados y cuanta cubertura de prensa el esfuerzo logró. Uno sólo tiene que mirar la base consciente, orgánizada que la comunidad ha logrado (o no ha logrado) como resultado de seguir esta estrategia para ver que nuestra comunidad no está en una posición más fuerte después de años de seguir este camino. Mientras estos tipos de acciones han resultado con éxito y reformas durante los muchos años de su aplicación en cada frente social y político, como una estrategia es una táctica y nada más y como tal debe ser parte de un plan estratégico más amplio. Es evidente que tiempos han pedido una manera diferente de ver las cosas.

Las dos tendencias mientras logrando relativos éxitos no logran el poder organizado, inteligente de nuestra comunidad ni lo promueven. En cambio, confían en la apariencia de él, en la naturaleza espontánea de él para seguir adelante. Como estrategias, no arman nuestra comunidad con auto-dependencia y liderazgo necesario para una lucaha larga. Nuestro compromiso es de largo plazo.

Estos dos metodos básicos no son suficientes; Unidos en Arizona propone lo siguiente:

Mientras reconociendo las fuerzas de ambas tácticas principales, también reconocemos sus debilidades inherentes cuando empleados como estrategias primarias. Proponemos una tercera alternativa que nosotros creemos complementará los dos de estos esfuerzos cuando combinado con el poder orgánizativo real, popular que toma ventaja del poder laboral y economico de nuestra comunidad y sus aliados para forjar un esfuerzo unido con verdadero poder.

Proponemos que se organizen foros regionales para lograr cinco objetivos inmediatos:

Primero: Para revelar, debatir y discutir el plan que se a puesto en efecto en contra nuestra comunidad de manera detallada, para que nuestros activistas y organizadores puedan apreciar la profundidad y alcance de la represión que va ver. Nuestras propias fuerzas o deben comprobar o deben refutar la existencia de dicho plan por parte de la DHS y debe llegar a un acuerdo general en cual camino correcto tomar en luz de esta información.

Segundo: Para presentar, debate y discutir propuestas para preparar nuestras comunidades para el peor de casos, mientras desarrollando su capacidad para luchar y ganar una reforma justa. Debemos salir de esta interacción unidos en cuanto el peligro que está por encima y más importante, una estrategia básica para llevar a cabo.

Tercero: Para empezar la diseminación inmediatamente a nuestra comunidad indocumentada y sus aliados esta misma información para que ellos esten previstos y puede empezar a tomar las medidas para prepararsen. Además debemos diseminar y distribuir todas las propuestas que se están formulando, presentando o debatiendo ante los legisladores para que puedan informarse y pueden decidir apoyar o no apoyarlos. Esto quiere decir que todos los materiales se traduzcan por lo menos en el idioma de la mas grande comunidad inmigrante que es Español. Todo los inmigrantes deben tener el acceso a esta información porque sin élla, son totalmente y completamente dependientes en el sector activista ciudadano y residente legal para que determinen el mensaje que van a llevar a los legisladores.

Cuarto: La aplicación inmediata de una estrategia defensiva organizada vía la formación de miles de grupos de apoyo / supervivencia al nivel popular. Su misión primaria es preparar la comunidad indocumentada y sus aliados para defenderse y sobrevivir económicamente durante este período oscuro. Esta actividad creara la fundacion para un movimiento muy más rico, más profundo que tiene mucha más capacidad para ejercer el tipo de presión que el congreso entenderá.

Quinto: Utilizar cada esfuerzo, cada acción y cada mensaje para hablar de la necesidad inmediata para que nuestra comunidad se prepare para el peor. El éxito de nuestras movilizaciones debe medirse por cómo esta agenda está avanzada y cuántos se unen a las filas de aquéllos que se estan preparando. El exito no se puede definir por simple números de personas movilizadas ni cubertura en la prensa. Al fin y al acabo, cuando todos se van a sus casas al fin del dia, el éxito será medido, por lo que queda en la estala siguiendo la acción.

Esto significa que debemos circular listas en todas nuestras actividades pidiendo firmas de contactos para todos aquellos interesandos en comenzando sus grupos de apoyo. Volantes deben circularse entre las masas de participantes con mensajes de la necesidad de preparar y cómo hacerlo y a quién contactar para unirse a este esfuerzo. Los discursos deben utilizarse para dar dirección concreta que señala a nuestra comunidad el porqué debe moverse rapidamente para establecer sus líneas de defensa. Anuncios en la radio y entrevistas necesitan hacerse que explica el peligro que viene de manera clara y concisa. El hecho que el departamento del DHS esta llevando acabo la deportacion de TODOS los 12 MILLÓNES de indocumentados debe transmitirse extensamente para que nadie y ningún sector político puedan discutir que no es cierto. Las copias de este plan deben ser reproducidas por las decenas de miles y deben circularse ampliamente. Una versión traducida debe llegar a las manos de nuestra comunidad para que puedan leer para ellos mismos la verdad sobre lo que está a punto de pasar.

A la vez, este nivel de actividad complementará los dos tendencias ya mencionados proporcionando la participación inteligente, consciente y ORGANIZADA de nuestra comunidad en su propia lucha. Esto proporcionara una base ORGANIZADA de apoyo. Los esfuerzos legislativos pueden saber que cuentan con el apoyo de nuestra comunidad. Con tal que este trabajo esté en línea con las necesidades de la comunidad indocumentada y sus aliados, este apoyo puede ser incondicional. De la misma manera, si sus esfuerzos se desvían de esto o están considerándose concesiones peligrosas, la comunidad puede retirar su apoyo de manera abierta y visible. Es un barómetro instantáneo, al pulso de nuestra comunidad que las fuerzas legislativas puedan ver y sientir y usar para no desviarse. Sin este elemento, no sólo están operando sin vigilancia, están operando a ciegas, en cuanto las necesidades reales de nuestra comunidad y en ausencia de su apoyo moral y organizado. Debemos cerrar la distancia entre los negociadores y la comunidad por la cual hablan.

En conclusión:

Tenemos que énfatizar la importancia estratégica de alistar nuestra comunidad para que sobreviva la inminente represión y al mismo tiempo prepararla para su participación democrático en formulando una rerforma en las ley migratoria. Estas cosas no pasarán por si mismo. Tomará la aplicación de un plan consciente, organizado y metódico. Esta propuesta y su realización exitosa viene siendo la primera fase de su organizacion como una tarea urgente bajo lo que debe considerarse condiciones de emergencia. Debemos cerrar filas alrededor de un plan de acción que se dirige a las condiciones concretas que estamos enfrentando. Sin este paso, cada uno de nuestras organizaciones se encuentra independiente de los de mas y confiando en sus propios recursos para lograr tareas que deben llevarse acabo unidos y al nivel nacional.

Cerrando queremos compartir que hemos estado llevando a cabo con éxito precisamente este plan de acción más allá de nuestras expectativas. Gente nos está llamándo para empezar la formación de sus grupos de apoyo. Hemos llegado al punto dónde estamos formando grupos de líderes que a su vez empezarán o estarán llevando sus grupos. Nos hemos quedado sin capacidad de empezarlos uno por uno como en la primera fase de este proyecto. Sabemos que este plan funciona, sabemos que la comunidad responderá una vez que se explica por qué es necesario hacerlo y cómo es parte de preparar para otra fase de la lucha. Está atrayendo a los mejores líderes naturales de nuestra comunidad y quién están mostrando tremenda disciplina e iniciativa para ralizar esta tarea. Nos inspira y da un vistaso a la capacidad orgánica y política que es inherente en nuestro pueblo. Ellos saben que están en una lucha por sus vidas. Pero a pesar de nuestro éxito, reconocemos que es sólo un granito de arena en relacion al inmensidad de trabajo de organizacion y educacion que debe extenderse a cada comunidad, ciudad, condado, estado y nación. Es indispensable que otros se unen a este esfuerzo como si no hubiera un mañana, porque pueda ser que no haya un mañana para millones de nuestra comunidad indocumentada a menos que tengamos éxito.

Tenemos que decir que el tiempo para reflejar en estas cosas no es cuando estan reuniéndonos en rebaño hacia los centros de detención por ser indocumentado o por ser aliado con ellos. Su causa es nuestra causa en una proposicion de “uno para todos y todos para uno”. No hay tiempo que perder. En solidaridad,
