LOS ANGELES — Elvira Arellano stepped completely out of the shadows last week, seeking to galvanize the immigrant rights movement into emergency action. At
stake is the fate of the nation's 12 million undocumented immigrant workers and their families.
"We cannot just sit by and watch our families be torn to pieces for the next three years. I cannot," said Arellano, Aug. 18, when she appeared here at La Placita Church. She called for the start of a campaign for emergency legalization legislation.
Arellano left her sanctuary church in Chicago to come to California to help build grassroots efforts here urging House Speaker Nancy Pelosi and House
Immigration Subcommittee Chair Zoe Lofgren, both Californians, to initiate emergency legislation.
Arellano's bold step came in response to pronouncements by politicians and pundits that comprehensive immigration legislation would not be debated again for at least another three years, and to the Bush administration's launching of stepped up raids and deportations, and mass firings through the Social Security "no-match" system.
The day after Arellano's press conference here, a special squad of Immigration and Customs Enforcement (ICE) officials swooped down on her as she left La
Placita on Aug. 19. Her arrest and deportation was an obvious effort to squelch and divert the campaign.
Arellano is now in Tijuana, Mexico, with her 8-year-old U.S. citizen son Saul, who will return to Chicago for the start of school.
Immediately after the arrest, immigrant rights, labor, religious and civil rights groups organized vigils and other actions in response.
In May, the Senate came to a bitter standoff on immigration legislation. On Aug. 10, the Bush administration announced it would pursue an enforcement-first crackdown on the undocumented for the rest of its term. The House of Representatives has not debated the issue this year, so Arellano and supporters are focusing pressure there.
"Congress must act in September to stop the separation of families, the raids and deportations, the no-match sanctions. They must act to stop the hatred," Arellano
said. Arellano was intending to go to Washington, D.C., on Sept. 12 to personally lobby the Democratic House leadership to fulfill its pledges for legalization legislation. Immigrant rights advocates pledged to go in her place and are lobbying for a special bill to allow her to return to the U.S. and her son.
At her press conference, Arellano proposed a set of basic first-step proposals. She did not include a path to citizenship or a temporary worker program, saying
those were "longer-term measures" and not the priority.
"Our priority is to keep our families together," she said. "We believe that these proposals provide an interim solution to the current crisis."
The proposals include:
• * a safe-harbor visa for parents of U.S. citizen children,
•* a temporary work visa for those now employed here without documents,
*• reopening the Immigration Act's section 245i, which allows immigrant spouses of citizens to get visas without returning to their home country,
*• passage of the Child Citizen Protection Act to stop deportation of undocumented parents,
*• passage of the DREAM Act and AgJobs legislation, which provide visas to students, military volunteers and farmworkers.
Her proposals also include an immediate moratorium on raids, deportations and separation of families.
The arrest and deportation of Arellano could complicate her mission and her struggle to reunite with her son. However, Arellano said Aug. 14, one year after she took sanctuary in Chicago, "God has protected me this long year, but I cannot sit by now and watch the lives of mothers and fathers like me and children like Saul be destroyed. I believe in my heart that the people of this nation do not, in their hearts, want to destroy our lives, our families and our communities. I believe, however, that we must come forward in the witness of faith to bring resolution to this crisis."
Arellano is in the forefront of the millions of immigrant workers who are speaking out and taking risks for the right to work to support themselves and their families in dignity. They deserve the full support of all democratic forces.

Elvira Arellano salió totalmente de las sombras con el plan de estimular al movimiento pro derechos de inmigrantes a actuar en una forma de emergencia. En jaque queda la suerte de los 12 millones de indocumentados y sus familias. que presione al Congreso, especialmente a la Cámara de Representantes, a aprobar una legislación para regularizar el status de 12 millones de indocumentados.
"No podemos sentarnos con los brazos cruzados mientras que a nuestras familias las hacen pedazos durante los próximos tres años. Yo no puedo", dijo Arellano el
sábado 18 de agosto cuando apareció en la iglesia Católica "La Placita" para hacer un llamado para una campaña nueva pro legalización Salió de su asilo en una iglesia en Chicago para venir a California para ayudar a fomentar un movimiento para instar a la presidenta de la Cámara de Representantes, Nancy Pelosi, y la presidenta de la subcomisión de Asuntos de Inmigración y Ciudadanía, Zoe Lofgren, ambas californienses, a que inicien nueva legislación de emergencia sobre inmigración.
El paso audaz de Arellano para hablar en público fue una respuesta a las declaraciones por políticos y en la prensa que de que ninguna reforma migratoria
integral se iba a debatir de nuevo por lo menos por tres años. El mayo pasado el Senado llegó a un impasse bastante amargado sobre inmigración, y el anuncio del
presidente Bush que va a intensificar a las redadas, deportaciones y despedidas basadas en las cartas discrepancias con el número de Seguro Social.
El día después de la rueda de prensa, un escuadrón de agentes de inmigración la arrestaron cuando iba saliendo de la iglesia para visitar a otras familias
asiladas. Era un muy obvio intento de aplastar y desviar a su campaña.
Actualmente Arellano se encuentra en Tijuana, Méjico, con su hijo Saúl, un ciudadano norteamericano de 8 años de edad, quien regresará a Chicago para ir a la escuela. En forma inmediata, organizaciones laborales, de derechos de inmigrantes, religiosas y otras organizaron vigilias y denunciaron a su deportación.
La Cámara de Representantes no ha tocado al tema de inmigración este año, por lo tanto que Arellano y su partidarios están enfocando su atención a la cámara
baja.
"El Congreso tiene que actuar en septiembre para poner fin a la separación de familias, las redadas, las deportaciones y las sanciones basadas en el número de
Seguro Social. Tienen que actuar para parar al odio".
Arellano tuvo planes de ir a la capital el 12 de septiembre para cabildear personalmente con los líderes demócratas de la Cámara de Representantes para
que cumplan con sus promesas de introducir legislación pro-legalizació
también para cabildear para un proyecto de ley especial para permitir que Arellano regrese a Estados Unidos para estar con su hijo.
En la rueda de prensa en Los Ángeles Arellano anunció su apoyo para unas propuestas básicas de legalización, que por lo pronto no incluyen ni el camino hacia laciudadanía ni un programa nuevo de trabajadores temporales, que son cosas que deben considerarse más a largo plazo. "No son nuestras prioridad.es Nuestra prioridad es el de mantener juntas a nuestras familias. Creemos que estas propuestas proveen una solución interina para la crisis actual".
Las propuestas incluyen:
* •Una visa para padres de niños que son ciudadanos norteamericanos;
* •Una visa interina para personas trabajando en Estados Unidos sin papeles;
* •Renovación de la Sección 245 (i) permitiendo que esposos indocumentados de ciudadanos consigan la legalización sin tener que regresar a su país natal;
•* El proyecto de ley "Protección de Niños Ciudadanos" para poder parar a la deportación de padres indocumentados;
* •Los proyectos de ley DREAM y AgJobs que proveen una vía a la residencia legal para estudiantes universitarios, agricultores e integrantes de las Fuerzas Armadas.
* El plan también exige una moratoria a las redadas, deportaciones y separación de familias.
El arresto y la deportación de Arellano en muchos sentidos puede complicar su misión y su lucha para regresar a su hijo Saúl. Pero , un poco antes de salir rumbo a Los Ángeles, el 15 de agosto, primer aniversario de tomar asilo en la iglesia, dijo "Dios me ha protegido durante todo este año pero no puedo sentarme cruzada brazos y observar como se destruyen las vidas de padres y madres como yo y niños como Saúl. Creo en mi corazón que el pueblo de esta nación, en su propio corazón, no desea destruir a nuestras vidas, nuestras familias y nuestras comunidades. Pero yo sí creo que tenemos que presentarnos como testigos de fe para traer una resolución a este crisis".
Elvira Arellano se encuentra en el frente de la lucha de millones de trabajadores inmigrantes que están alzando sus voces y arriesgándose por el derecho de
trabajar para soportar a sus familias con dignidad.
Merecen el apoyo total de todas las fuerzas democráticas.
