U.S. helicopter crashes near Mexico border

SAN DIEGO (AP) — A National Guard helicopter carrying Border Patrol agents to search a remote mountain area for human smugglers crashed a few miles from the Mexico border, injuring the nine people aboard.

The five agents and four National Guard members were hospitalized, but none had life threatening injuring, officials said.

“To have a bird go down like this with nine people on board and not have anyone in intensive care is a huge relief,” said James Jacques, a Border Patrol spokesman for the San Diego sector.

The UH-1, one of the older models used by the National Guard, crashed Tuesday afternoon about 20 miles southeast of downtown San Diego, said National Guard Master Sgt. Michael Drake.

It came to rest on its belly, its top rotor snapped off and what appeared to be its tail thrust to its side.

Authorities declined to discuss a possible cause of the crash, and Guard officials wouldn’t comment on either the pilot’s training or the helicopter’s maintenance history. Department of Forestry Capt. Brennan Blue said power lines were down near the crash site, “but it’s undetermined whether they went down before the crash or after.”

The skies were clear in the area Tuesday, though a wind advisory was posted for the area’s mountains, the National Weather Service said.

The UH-1 was on a mission for Operation Jumpstart, which stemmed from President Bush’s plan to deploy up to 6,000 National Guard troops along the U.S.-Mexico border for about two years to help local and federal law enforcement stop illegal immigration.

The crash was the first since the operation started there in July, said National Guard Capt. Mike Morgan.

At least 100 such missions have been conducted and are “relatively safe” with weather usually being the major concern, Morgan said.

About 1,400 Guard members currently patrol the California-Mexico border, officials said.

Rio using troops to combat gang violence

RIO DE JANEIRO, Brazil - Rio de Janeiro's new governor said Wednesday federal troops will be used to fight growing gang violence plaguing the state and will be deployed to protect public safety during the upcoming Pan American Games.

Gov. Sergio Cabral made his remarks after meeting with National Security Secretary Luiz Fernando Correa, Rio de Janeiro State Security Secretary Jose Mariano Beltrame and representatives of the armed forces and federal police.

Drug gangs opened fire on police stations and set fire to buses last week in attacks that killed 19 people and have hurt tourism in Rio, Brazil's second-largest city.

President Luiz Inacio Lula da Silva said the attacks were "terrorism that must be dealt with by the strong hand of the Brazilian state."

At the meeting, it was decided that Brazil's National Security Force will first be deployed along the state's borders "to prevent the entry of weapons, drugs and criminals from other states" Ivone Malta, a state government spokeswoman, said by telephone.

"The presence of this force will gradually expand to other parts of the city to guarantee public security during the Pan American Games in July," Malta said.

The Pan American Games are an Olympic-style competition for athletes of the Western Hemisphere including nations from Latin America, the Caribbean, the United States and Canada.

She said that because of "strategic" reasons, the governor did not say how many troops would be called up nor when they would start arriving in Rio.

The National Security Force, comprising some 7,000 elite state police troops recruited from around the country, was created in 2004 after regular police forces started having increasing difficulty in quelling extreme violence.

The forces have been deployed three times since they were created, though never in Rio or Sao Paulo. Sao Paulo suffered a similar wave of attacks in May that left nearly 200 people dead, including some 40 police officers.

Cabral also will also ask the federal government to send Army, Navy and Air Force troops to protect military installations in Rio.

In an interview published Wednesday by the Folha de S.Paulo newspaper, Cabral said he wanted federal troops in place to keep the violence from marring the city's five-day Carnival bash in February, when tourists flood the city for its world-famous samba parades.

Rio is one of the most violent cities in the world, with an annual homicide rate of 50 per 100,000 people. The violence rarely spills out of the shantytowns and into the tourist districts, however.

Authorities say drug gangs launched last week's attacks in response to increased pressure from anti-criminal militias, reportedly run by former and active-duty police officers.

Soldiers, police in Tijuana over drugs

TIJUANA, Mexico - Soldiers and federal police poured into the violent border city of Tijuana Wednesday, manning checkpoints and inspecting local police stations as part of President Felipe Calderon's latest offensive against powerful drug gangs.

Backed by helicopters, planes and boats, the force descending on the city across the border from San Diego will eventually consist of 3,300 troops, Mexico's government has said. It was not clear exactly how many had entered Tijuana by Wednesday night.

Soldiers went into at least two local police stations and checked the papers and weapons of hundreds of officers.

Federal investigators allege there is a corrupt network of police in the city supporting traffickers who smuggle tons of cocaine, methamphetamine and marijuana over the busy border crossing into the United States. There were no immediate reports of arrests by the soldiers.

Dubbed "Operation Tijuana," the mobilization is the second major military offensive against drug gangs by Calderon, who took office on Dec. 1 promising to crack down on organized crime.

Last month, he sent 7,000 troops to his native state of Michoacan in western Mexico, which has been plagued by execution-style killings and beheadings as rival gangs fight over marijuana plantations and smuggling routes.

Calderon made his first visit to these troops at a base in the Michoacan city of Apatzingan on Wednesday, donning a green army cap and jacket for a breakfast with 200 agents.

"This is not an easy task nor will it be fast," Calderon said. "It will take a long time, imply using enormous resources and even unfortunately the loss of human lives."

But, he added, "if we continue working as we have been until now, our cities and our land will not remain in the hands of criminals."

Drug gangs are blamed for more than 2,000 murders nationwide in 2006 and have left a particularly bloody trail in Michoacan and Tijuana, where more than 300 people were slain last year.

The gangs have decapitated some of their victims, leaving the heads in front of government buildings, on public beaches and even the floor of one nightclub.

Tijuana Mayor Jorge Hank Rhon has welcomed the troops saying he hopes they will work hand in hand with the local police.

Opposition politicians and some residents have expressed doubt that Calderon's highly publicized campaign will have much of an impact.

His predecessor, Vicente Fox, also sent thousand of agents to fight drug trafficking, arresting several alleged top kingpins during his six-year term. But those actions appeared to spark more violence, as other traffickers battled to take over the smuggling routes of those killed or detained.

Venezuelan prison riots kill 6 inmates

CARACAS, Venezuela - Fresh fighting between rival gangs in a Venezuelan jail left six inmates dead, raising the death toll in riots this week to 22, officials said Wednesday.

The fighting broke out before dawn Tuesday as inmates armed with knives and guns battled for control of cell blocks in Uribana Prison in the eastern city of Barquisimeto. The initial fighting left 16 inmates dead and 13 injured.

Interior Ministry official Mayerling Rojas told The Associated Press that another six died in a "settling of scores," after 25 inmates involved in the riot were transported later Tuesday to another prison in Guanare in central Portuguesa state.

Rojas said Wednesday the facility in Guanare was "now tranquil" and she was not aware of any further injuries.

Violence is common in Venezuela's overcrowded and understaffed prisons, where about 20,000 inmates live in 30 facilities built to hold 15,000. Prisoners often bribe guards to obtain weapons.

At least 378 inmates were killed and 883 more were injured from January through November in prison violence last year, according to the watchdog group Venezuelan Prisons Observatory. Some 411 inmates were killed and 737 more were injured in 2005.

Prisoners commonly stage rebellions to protest long sentencing delays that can leave them languishing for years with their future uncertain.

CARACAS, Venezuela - Rival gangs battled for control in a prison in eastern Venezuela Tuesday, killing 16 inmates and injuring 13, authorities said Tuesday.

Fanny Marquez, a federal prison official, said some inmates were killed with guns and knives and others were hanged before prison authorities regained control of Uribana Prison near the city of Barquisimeto, some 175 miles west of the capital of Caracas.

National Guard troops restored order Tuesday morning after the riot broke out overnight, Marquez told the state-run Bolivarian News Agency.

"It was a fight for control of two cell blocks," Marquez said. "We have the situation under control."

Violence is common in Venezuela's overcrowded and understaffed prisons, where about 20,000 inmates live in 30 facilities built to hold 15,000. Prisoners often bribe guards to get weapons.

Marquez said authorities have already been hiring additional staff to stop prisoners from smuggling in guns or making crude weapons in their cells.

Brazil's Lula vows to aid poor in 2nd term

BRASILIA, Brazil - President Luiz Inacio Lula da Silva pledged to use his second term to fuel economic growth and rein in gang-related violence, while improving social programs that have helped ease the huge gap between Brazil's rich elite and its poor masses.

Silva, who was re-elected in a landslide on Oct. 29 despite a series of corruption scandals involving his leftist Workers' Party, was sworn in to another four-year term Monday at Brasilia's congressional palace.

Despite the glamour surrounding the event — Silva arrived in a Rolls-Royce convertible — the former union leader insisted he has not lost sight of his roots as the son of a poor farmer from Brazil's northeast.

In his inauguration speech, he promised to increase Brazil's lackluster economic growth rate, which has lagged behind the rest of South America, without sacrificing the social programs that have helped ease poverty and are largely responsible for his popularity.

"We will remove obstacles so that Brazil can grow in an accelerated way," Silva said. "Brazil can't continue to be prisoner held in a web of invisible steel, debating and agitating, without seeing the fabric that holds it back."

He said he would soon unveil economic policies to spur annual economic growth of 5 percent — a goal most analysts consider lofty.

In an open-air address to 10,000 supporters outside the presidential palace, Silva said the poor deserve better-paying jobs in a nation where the minimum wage is $166 a month. He promised to improve access to education, cut government red tape and push for tax incentives and infrastructure improvements that would allow businesses in Latin America's largest country to hire more workers.

He also called gang violence that killed 19 people last week in Rio de Janeiro "terrorism," drawing cheers.

"This barbarity that happened in Rio de Janeiro can't be treated like common crime, it's terrorism, and must to be dealt with by the strong hand of the Brazilian state," Silva said in his strongest comment on gang violence in the last four years.

Silva — whose Workers' Party has strong leftist roots — governs from the center-left. He has cordial relations with President Bush, and is viewed by Washington as a moderate influence on the continent.

Silva's administration was paralyzed last year by a bribes-for-votes scandal that resulted in resignations from his inner circle, and members of his party were implicated during his re-election campaign in a dirty-tricks scandal against an opposition party.

Business-friendly reforms could also further alienate the former radical union leader from a leftist base that feels betrayed by his adherence to conservative economic policy, analysts say.

"High on the agenda are controlling public spending and serious tax reform," said Michael Shifter, a Latin America analyst with the Inter-American Dialogue Group in Washington. "But politically, the task will be formidable. To pursue such reforms would put him in conflict with his own base and party loyalists."

Silva deserves credit for boosting spending on social programs without raising taxes, but his goal to increase spending even more could hit roadblocks, said Riordan Roett, director of Western Hemisphere studies at Johns Hopkins University in Baltimore.

"He has a decent track record on that in the first four years," Roett said. "But does he have the resources to do more quickly, and is there political support for policies that favor the poorest sections of the population? I doubt it."

Thousands of Zapatista rebels have celebrated the 13th anniversary of their brief uprising against the Mexican government with dances, songs and discussions aimed at improving the status of poor Indians in the southern state of Chiapas.

The ceremonies, which attracted hundreds of visitors from numerous countries, began on Sunday night.

Marcos, the Zapatista leader and spokesman, was present at the celebration held in the Zapatistas' base of Oventic, about 735km southeast of Mexico City.

Participants saluted the Mexican and Zapatista flags, and held a large dance and ate traditional tamales and coffee.

Uprising

The Zapatistas seized the main city of San Cristobal de las Casas and other Chiapas communities in the name of socialism and Indian rights on January 1, 1994.

A ceasefire ended fighting between rebels and government forces after a few days, and the two sides have since maintained an uneasy truce.

Marcos, who has been identified by the government as a professor-turned-guerrilla, has continued to champion a quieter social revolution from the jungles of Chiapas, issuing missives critical of Mexico's politicians and government policies.

Speaking in the Indian language of Tzotzil, Marcos recalled on Sunday night how the movement was founded with the intention of ending the isolation and misery of the Indians.

Autonomy

The Zapatistas have since formed autonomous governments in at least 38 villages in the highlands of Chiapas, as well as "good government committees" that promote their development.

It was the first time in many years that Marcos attended anniversary celebrations. He was escorted by several members of the Zapatista National Liberation Army.

LA PAZ, Bolivia - The government of President Evo Morales approved a decree Monday requiring U.S. citizens to obtain visas to enter Bolivia. Morales said the decree "a matter of reciprocity." The U.S. government requires Bolivians to obtain visas to enter the United States.

"We are a small country but we have the same dignity as any other," Morales said.

The decree, approved during a Cabinet meeting, applies to other countries, including Serbia and Montenegro and Cyprus.

In February 2006, Leonilda Zurita, a congresswoman belonging to Morales' Movement Toward Socialism party, had her U.S. visa revoked. Zurita said Washington cited an alleged link between her and terrorist activities, which she denied.

Morales also cited security concerns for the rule. An American man has been charged with setting off bombs in two La Paz hotels in March. Two Bolivians were killed and seven people were injured, including an American woman.

U.S. ties to Bolivia have been tense partly due to Morales' friendship with Presidents Fidel Castro of Cuba and Hugo Chavez of Venezuela, as well as by Morales' background as the leader of coca growers fighting U.S. attempts to eradicate their crops.

Compañer@s, Herman@s: In a few days more will be Dec. 30, 2006, the start of the "Encuentro de los Pueblos Zapatistas con los Pueblos del Mundo" (Meeting of the Zapatista Villages with the Peoples of the World), which will end Jan. 2, 2007.

The compañer@s of the support bases and the authorities of the autonomous municipalities and Good Government Committees (juntas de buen gobierno) of the Carcol of Oventic are very happy and animated, as are the compañer@s of the other caracoles preparing for the encuentro.

As of Dec. 24, we have counted compañer@s from 30 countries whose rpesence is confirmed. From the American continent, we have registered compas from Argentina, Brasil, Canada, Chile, Colombia, Costa Rica, Ecuador, Estados Unidos, Guatemala, Mexico, Nicaragua, Peru, Puerto Rico, Uruguay and Venezuela.
